The Housing Challenge


Tower Hamlets faces one of the most acute housing challenges in the country. More than 29,000 households are on the housing register, 45% of whom are living in overcrowded conditions, while over 3,000 households are in temporary accommodation. With the borough’s population forecast to grow by more than 20% between 2022 and 2032, demand for suitable homes will continue to rise.

The greatest need is for genuinely affordable, family-sized housing. The Mayor’s Accelerated Housing Programme is responding at scale, bringing forward proposals for around 3,300 new homes across the borough, with at least 51% affordable and a strong emphasis on social rent and larger family homes.

MAHP brings sites together within a coordinated, portfolio-wide programme designed to support viability, manage risk and accelerate delivery. Sites are being progressed through structured governance and gateway reviews, supported by detailed design, planning, cost, viability and technical work. This creates a clear and attractive pipeline of opportunities for developers, contractors, investors and SMEs to work with the Council to deliver high-quality homes at pace.
